Peel your potatoes and chop into decent sizes or whatever size you like your roasties to be. Fire these in a pot of cold water and season with salt. It's optional but bait in your bashed garlic cloves. Then in with your sprigs of rosemary. Bring this up to the boil, boiling for about 10 minutes just until the spuds are tender.
